Under the direction of the immediate Captain, the Lieutenant is a uniformed or non-uniformed (business or business casual attire) and armed position that administers, oversees and coordinates the activities for any division within the Department of Public Safety.
The stated goal of the department is to deliver world class Best in Class security service, in accordance with current policies, procedures, and established objectives.The Lieutenant is responsible for the effective management and success of their assigned Division; accountable for consistently delivering exceptional leadership of their teams and value to the organization.
The Lieutenant will ensure their team members understand and serve the purpose and vision of the organization, and reflect the Department’s core beliefs.Essential Duties & Responsibilities1.
Analyzes situations promptly and accurately; quickly adopts prompt, effective and reasonable courses of action with due regard to surrounding hazards and circumstances.2.
Remains calm under stressful conditions, exercises reasonable judgment and makes sound decisions especially during emergency situations.3.
Understands, applies and ensures the department’s compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with tribal ordinances and all Indian gaming related regulations.4.
Ensures positive working relationships within the department and with tribal members, tribal staff, casino and gaming management/employees, as well as with local law enforcement agencies.5.
Represents the department publicly and serves as a key representative of the Department of Public Safety’s services to internal customers, vendors and visiting patrons.6.
Deals with the public courteously in order to establish and maintain effective public and customer relations.7.
Interacts with a variety of individuals to establish and maintain effective public relationships.8.
Develops strategic goals, including both short and long-term business objectives.
Strives continuously to ensure that their direct reports continue to develop professionally.9.
Effectively manages their division’s budget.10.
Performs other duties as assigned to support the efficient operation of the department and assumes other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to any public health emergency.Supervisory ResponsibilitiesCarries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.Education/Experience/Qualifications* High School Diploma or General Education Development (GED) required.* Bachelor’s Degree from an accredited institution is preferred.
For exceptionally qualified individuals, security management, military police or law enforcement experience may be substituted for college education.* Must be a current, non-probationary, DPS sergeant or have obtained the rank and served as a sergeant for a current or prior law enforcement agency.* Must have at least five (5) years recent experience with a law enforcement or security agency; with at least two (2) of these serving in a responsible leadership position.* Must be able to read, speak, and write intelligently in the English language.
Bilingual abilities are a plus.* Must have documented, verifiable experience in drafting policies and procedures for an organization of comparable size to the San Manuel Department of Public Safety.* Must have verifiable experience in conducting sophisticated internal investigations.* Knowledge of criminal law, gaming, Indian gaming and casino related operations, criminal investigation techniques and related vicarious civil and legal liabilities such as; public law 280, search and seizure, use of force, lawful detention, probable cause, etc.
required.* Knowledge of surveillance techniques, interviewing and interrogation techniques, and modern public safety techniques pertaining to all department divisions required.* Knowledge of leadership and management principles and methods related to administration, resource and records management, compliance measures, operational command structures, and equivalent executive and senior executive positions.* Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.* All DPS roles that require non-uniform and/or concealed carry of firearms, must comply with all California State Law, BSIS guidelines, and all DPS policies related to the use of firearms.Certificates/Licenses/Registrations* At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.* A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the company’s insurance carrier.* Minimum POST Reserve level II certificate, any comparable certification from a recognized law enforcement agency
