Operations Manager

Alameda County Industries, Inc.

This is a Contract position in San Leandro, CA posted November 20, 2021.

Alameda County Industries is a waste management company that provides solid waste, recycle and organics collection to residents and businesses in the Cities of Alameda, Castro Valley, San Leandro and San Ramon.

ACI is currently in search of an Operations Manager. This position will be located at our main office in San Leandro.

Title: Operations Manager

Reports to: General Manager

Supervises: Operations staff

FSLA: Exempt

Salary range: $9,500 – $10,500 – monthly DOQ

Summary: The Operations Manager is responsible for the productive and safe day to day activity for recyclable, organics and solid waste materials collections and transfer operations and MRF operations.


The following responsibilities are general job duties that a particular employee in this position may or may be required to perform. The assigned duties required of this position will vary.

· Manages daily operations of collection and transfer operations.

· Implements and manages operating procedures and performance standards using tracking tools, scheduled reports and direct observation.

· Plans and manages capital budget for operating assets such as containers and equipment and manages container inventory.

· Manages all operations department staff including training, performance management, coaching and counseling for staff accountability and development.

· Responsible for managing and maintaining buildings and grounds.

· Interacts with customers as needed to ensure service concerns are resolved.

· Interacts with regulatory agencies such as the Local Enforcement Agency (LEA), OSHA, and City staff to ensure permit and regulatory compliance standards are maintained.

· Responsible for the adherence to operating standards and the management of labor hours and operating expenses.

· Supports an effective safety program, including training of employees, to provide a safe work environment including loss control.

· Works with other department managers to ensure the long-term success of the operating location.

· Responsible for fostering and maintaining a positive environment between management, employees and unions.

· Approves the payroll of all employees under direct supervision.

· Performs other job-related duties as assigned.

Experience, Education:


· Bachelor’s degree in business, accounting or related field.

· California driver’s license.

· Strong verbal and writing communication skills.

· Three years of operations management experience and facility management and maintenance.

· Experience managing a workforce covered by a collective bargaining agreement.

· Knowledge and experience with DOT and OSHA regulations.

· Strong analytical and organizations skills; high level of skill in Microsoft Office Excel.


· Waste industry experience.

· Commercial driver’s license

· Completed COVID-19 vaccination status

· Office equipment including but not limited to: computers, multi-function copy machines, telephone systems, video conferencing

· Computer applications including Microsoft Office – Excel, Word, Power Point, Customer Management System (AMCS Tower, PCScale), GPS tracking, video systems

· Cellular phone and two-way radio

Work environment:

· Outdoor and Office environment.

· Exposure to extreme weather conditions.

· Exposure to municipal solid waste, recyclable and organic/compostable materials.
